Gov. Reynolds Signs List of Bills into Law
Dear UEN Advocates:
Gov. Reynolds signed many bills yesterday, on Monday, May 19th, including SF 167, School Funding, which was the only bill impacting schools. The bill includes the following:
- 2% SSA, which is an increase of $157 per pupil for regular program, and the 2% increase also applies to categorical supplements, preschools, increases the base for special education and other weightings and grows the per pupil amounts for special education and services, including media and education services and special education service services provided by school funding for AEAs.
- Closes DCPP Gap by another $5 (gap will be $135 difference high to low) $1.5M more for students & $1.4M less for property taxpayers.
- Grows transportation equity appropriation by 5% (approximately $1.6 million).
- Raises the Operational Sharing weighting cap from 21 students to 25 students (excluding the college and career counselor weighting, which is outside of the cap).
- Does not include the $14 million for education support personnel supplemental pay, which is in SF 660 Sports Wagering Fund Appropriations Bill, which is not yet enrolled.
The Fiscal Note for SF 167 has some details: https://www.legis.iowa.gov/docs/publications/FN/1525877.pdf
The ISFIS New Authority Report includes the 2% and the $5 per pupil equity funding, which impacts the minimum state and district cost per pupil for FY 2026, which calculates the impact for all districts statewide (first tab) and for individual districts (second tab). See the ISFIS FY 2026 New Authority Calculator.
We will continue to monitor the Governor's signing/veto activity and keep you posted. Very best wishes for a successful conclusion to the 2025-26 school year and a restful summer break.
